Ecological Design Panel

The Ecological Design Panel (EDP) is a group of senior technical experts in land use, water resource management, forestry, ecology, ecosystem restoration, and public health. Their function is to provide objective advice on basin management to the Roundtable, the Basin Society, land developers, the Shawnigan Advisory Planning Commission, and the planning staff of the Regional District. The EDP are modeled after architectural design panels established in many urban communities to advise city councils regarding appropriate civic design.

Barry Gates, BA

Vice-Chair of the EcoForestry Institute Society, 15 year forest land manager, FSC certified, and co-planner for the Elkington Forest conservation community project.

Pat Lintaman

Custom design/build contractor and project manager with experience in development and industrial ecology.

Dr. Andy MacKinnon, PhD

Ecologist and plant taxonomist with extensive knowledge of the ecology and biodiversity of the biogeoclimatic zones represented in the Shawnigan watershed.

Mar Martínez, MSc

Biologist and remote sensing  expert who contributed her thesis titled Monitoring Vegetation Changes in the Shawnigan Watershed with Remote Sensing: A Study in Support of Adaptive Management and Ecological Governance from the Environmental Practice program at Royal Roads University.

Dr. Bill Moulaison, PhD

Shawnigan Lake general practitioner responsible for opening the Family Practice in the Village 20 years ago as well as the Valley View Treatment Clinic in Cobble Hill.

David Polster, MSc, RPBio

​Well respected restoration ecologist with extensive experience throughout western Canada in environmental remediation, and past member of the CVRD's Environment Commission.

Graham Ross-Smith, MA

​Former member of  Area B Advisory Planning Commission, with a long history of concern for the Shawnigan watershed.

Craig Sutherland, MSc, PEng

​Water resource engineer with current experience in water resource management in the Sooke Lake Reservoir, and working for the CRD and the  Cowichan Watershed Boards.

Charlie Western, RPF

Forester with experience in promulgating the environmental regulations under the Forest and Range Practices Act of BC.

Christine Westland, MA, FNHA 

Adolescent Mental Health Clinical Nurse Specialist for more than 200 First Nation Bands in BC. She completed her masters thesis on community economic development for Shawnigan Lake.
